The Journey from Conservatism to Performance – the Status of IEEE 80 and 81

The previous versions of IEEE Std 81 and IEEE Std 80 are from 2012 and 2013 respectively. A major revision of IEEE Std 81 was published in late 2025. As for IEEE Std 80, the next revision is just around the corner. For the past 20 years, these respected international standards lagged the world in development of performance testing and probabilistic analysis. Even so, they remained the primary source of direction for North America. What are the changes? What lead to the changes? The IEEE subcommittee task force chose to do a high-level restructuring for each document. In doing so, the task force recognized the documents needed substantial modifications to bring them up-to-date and make them easier to use. The previous editions were truly revisions of previous versions which relied on empirical formula and computer-based estimation techniques which lost and relevance by holding on to historical practices. They each became a collection of information. They resulted in an engineering culture focused on computer programs and a philosophy of conservation resulting in wasteful spending and a general misunderstanding of what is real. The resulting documents provide additional performance testing and contemporary information in a format that is easier to understand and use. This presentation will review and summarize the changes made to IEEE Std 81 and give an insight into the direction IEEE 80 is going โ€“ hint, it might be a little risky and think outside the box.
